Formatting a hard disk doesn't delete the data stored on it, but simply erases the pointers to it so that the operating system doesn't know where the data is stored.
The data can still be recovered using numerous software or hardware solutions, so the only real way to permanently erase data is to use software such as East-Tec DiskSanitizer.
Offering US defence-standard shredding of data, once DiskSanitizer has done its work the data is beyond recovery. It does this by physically overwriting the data to be erased.
The software works with all external drives that may be attached to your PC, and is compatible with all drive formats (FAT12, FAT16, FAT32, NTFS).
The program is small enough to fit on a floppy disk, allowing you to create multiple boot disks for secure erasure of several PCs simultaneously.
