Formatting a Windows disk, whether of the internal (i.e. hard drive) or removable variety, does not remove the previous data from the disk. It simply masks the data from view, and allows new files to be copied on top.

Unless you overwrite the entire disk, the old files will not be completely replaced. Even if they are, they can often be recovered using various software or hardware tools.
